Adobe launced an all new, online version of Photoshop this week, called Photoshop Express. All you need is an Internet connection (check!), a web browser (check!), and Flash v.9 to run (launch is a go!). Let's see, the full version of Photoshop is a bit expensive, Photoshop Elements (geared to hobbyists like me) is about $100, so this online version is great for the casual or new user.
I just signed up for the free account...and am waiting. :) The sign up process cautioned that there might be up to a 60 minute delay for the email verification to hit my inbox:

No problem, I'll take a test-drive of the site with their tour. Pretty cool. Really easy to use. It has the "Basics" (crop, exposure, red-eye removal) plus *touchup* (for fixing scratches); "Tuning options (like sharpen, white balance) plus a *soft focus* tool; and "Effects" (tint, hue) plus cool *sketch* and *distort* (yeah, make her eyeballs really big LOL).
Can't wait to get started. I'll keep you posted. :)
