Eligible Services List

The Federal Communications Commission (FCC) has released the Fund Year 2017 Eligible Services List (ESL). The list can be found on the Universal Service Administrative Company (USAC) Web page at http://transition.fcc.gov/Daily_Releases/Daily_Business/2016/db0912/DA-16-1023A1.pdf.

E-rate applicants are encouraged to be thoroughly familiar with the ESL. The ESL is the foundation that each applicant will use to make educated decisions on what services and/or products qualify for E-rate funding.

Funding Commitment Decision Letter

The Schools and Libraries Program (SLP) is now generating the Funding Commitment Decision Letter (FCDL), and all other E-rate related notifications for FY 2016 and forward, through the E-rate Productivity Center (EPC). Notifications will no longer be mailed to the applicants.

It has been noted that changes to the expected funding have occurred after the Program Integrity Review (PIA) process has concluded. The Local Education Agency (LEA) should carefully read the FCDL and compare it to the original FCC Form 471 and to the PIA process in order to determine if the level of funding is correct. Errors in the FCDL are corrected by filing an appeal to USAC within 60 days of the date of the FCDL. Upcoming E-rate and California Teleconnect Fund Training 

The K-12 High Speed Network (K12HSN) is pleased to announce the Fall 2016 E-rate training dates available to all LEAs, libraries and service providers in California. E-rate Primer: webinar only

These two hour sessions are designed to provide a high level overview of the E-rate program. The suggested audience are those new to the E-rate program or those wanting a refresher prior to entering into the 2017–18 funding cycle.

E-Rate Workshops Face to Face Training Session Dates and Locations

These sessions will include hands on activities in the new E-rate Productivity Center portal. These will be full day workshops covering the basics to advanced application of E-rate rules and guidelines. Those attending via webinar will enjoy a view of the hands on activity as well as step by step instruction to guide them through the activities.

Trainings offered by USAC

USAC is offering training in various locations across the county. LEAs are encouraged to attend one of these trainings, if possible. Attending the USAC training will further aid LEAs in navigating the changes to the E-rate program this year as well as provide an opportunity for LEAs to formulate questions for the California context.
