FCC Seeks Comments Regarding Category Two Services (Initial Comments Due by October 23, 2017)


The Federal Communications Commission (FCC) issued a Public Notice on September 22, 2017 seeking comment on the sufficieny of budgets for Category Two services under the E-rate program. The Public Notice can be accessed from the FCC’s Web page at http://transition.fcc.gov/Daily_Releases/Daily_Business/2017/db0922/DA-17-921A1.pdf


The Modernization Orders established the new Category Two budget for a limited five-year test period. The Category Two budget must be reviewed for sufficiency prior to the opening of the 2019 funding year.


The FCC is seeking feedback from the applicant community related to procuring Category Two services. Local Education Agencies (LEAs) are encouraged to submit comments directly to the FCC, following the guidelines published in the Public Notice.


To submit comments electronically, go to the FCC Electronic Comment Filing System (ECFS) Web page athttps://www.fcc.gov/ecfs/filingsThe Proceeding(s) field is the first field on the ECFS form. Type in “13-184” as a search criteria, and select the option that reads, “13-184 | Modernizing the E-rate Program for Schools and Libraries.” The remaining fields require the identify and contact information for the filer and a document upload tool to attach your comments.


The deadline to submit initial comments is October 23, 2017.


In an effort to keep ourselves informed with regards to the successes and challenges experienced by California LEAs participating in the E-rate program, the CDE would appreciate receiving a copy of formal comments submitted to the FCC. We ask that you send an e-mail to e-rate@cde.ca.gov with the following information:

Subject:          “Comments to FCC Public Notice on C2 – Your District Name

Body:              Your contact information and title

Attach:            A copy of your comments submitted to the FCC
