Funding Year 2018–19 Funding Commitments

On June 8, 2018, the Universal Service Administrative Company (USAC) released the 9th wave of funding commitments for the 2018-19 school year. To date, California schools and libraries have received $117 million in funding commitments.

Summer Deferral

The Program Integrity Assurance (PIA) reviewers are working diligently to keep the application review process moving quickly in an effort to fund as many applications as possible prior to September 1, 2018. It is important to be aware of the option to place the review of your FCC Form 471 on hold using the summer deferral option since we are now nearing the time of year when many schools will have limited personnel available. Placing the FCC Form 471 on summer deferral will pause the review process until early September, when the review will begin again. The local education agency (LEA) must perform the following for each FCC Form 471 in order to activate the summer deferral option:

  1. Navigate to the E-rate Productivity Center (EPC) portal and log in. The portal can be found at www.portal.usac.org.
  2. Scroll to the bottom of the “Landing Page” and look for the header “FCC Forms and Post Commitment Request.”
  3. Select “FCC Form 471” under Form Type.
  4. Select “2018” under Funding Year. This will generate a list of FCC Forms 471.
  5. Select the desired form by clicking on the hyperlink found in the Application number. This will open the application and display a new menu across the top of the screen.
  6. Select “Related Actions”, then select Apply Summer or Winter Deferral.
  7. Repeat steps 1-6 for each FCC Form 471 for which you want to apply the summer deferral option.

Invoicing for Funding Year 2017–18

The invoicing deadline for the Funding Year 2017–18 recurring services is October 29, 2018. Services that are also eligible to receive the California Teleconnect Fund (CTF) discount are required to use the E-rate Service Provider Invoice (SPI) method of invoicing. The SPI method allows Service Providers to apply discounts to the LEA’s invoice, allowing the LEA to pay only their discounted share. It is important to keep in mind that many service providers require additional information from the LEA in order to process the discounts and submit the SPI. It is very important for the LEA to communicate its choice to use the SPI method with each Service Provider no later than June 30, 2018 in order for the Service Provider to meet the invoicing deadline of October 29, 2018 A list of contacts for each Service Provider can be found within EPC. To access this information from the Landing Page:

  1. Click on “Records” in the top horizontal menu bar
  2. Scroll down to select “Service Providers”
  3. Enter your search criteria to retrieve the contact information

This webinar will cover topics such as appeals, waivers, the FCC Form 500, invoice deadline extensions, service delivery deadlines, Service Provider Identification Number (SPIN) changes, service substitutions, updating contact information and transferring equipment.

Deadline associated with Special Construction

LEAs that applied for services that included Special Construction cost in the 2017–18 funding year and will not have a completed service by June 30, 2018 will need to request an extension in order for those Special Construction costs to be funded by E-rate. This includes applications for lit leased fiber, self-provisioned fiber and dark fiber. USAC outlined four scenarios that will allow the LEA to have an extension of the deadline in the May 25, 2018 Schools and Libraries Program News Brief. This News Brief can be found on USAC’s Training and Outreach Web page at https://www.usac.org/sl/tools/news-briefs/preview.aspx?id=835. It is very important that any LEA needing additional time meet the requirements of the extension request in order to preserve the funding for the Special Construction costs.
