Upcoming E-rate and California Teleconnect Fund Training 

The K-12 High Speed Network (K12HSN) is pleased to announce the Fall 2015 E-rate training dates available to all local educational agencies (LEAs), libraries and service providers in California. The training will be a full day-seminar covering the basics to advanced application of E-rate rules and guidelines.  The training sessions will also be available via Webinar and via video conferencing at various locations.

E-rate Deadline Reminders

Form 486:  Funding Commitment Decision Letters (FCDLs) dated on or before July 1, 2015 will need to have a Form 486 filed in connection with the Funding Request Numbers listed on the FCDL no later than October 28, 2015.  The Form 486 is always due no more than 120 days from the date of the FCDL or 120 days from the start of service, whichever is later.

Form 472 – The Billed Entity Applicant Reimbursement form (BEAR):  The BEAR form for recurring services for the 2014–15 funding year is due October 28, 2015.

E-rate Funding for 2015-16

Universal Service Administrative Company (USAC) has now issued 17 waves of funding for the 2015–16 funding year as of October 1, 2015. The total funding committed to California schools and libraries to date is:

This represents 73 percent of the total number of applications filed for California schools and libraries.  USAC had a target date of September 24, 2015 to issue a FCDL to all 2015–16 workable applications.  On September 25, 2015 USAC issued the following letter (http://www.usac.org/_res/documents/sl/pdf/e-rate-productivity-center/Letter_2015_Funding_Decisions_EPC.pdf) noting that they are continuing to work to complete the application process. It is recommended that an applicant respond promptly to all requests from the Program Integrity Assurance (PIA) reviewers at USAC.  This will aid in a faster review and issuance of the FCDL.

E-rate Productivity Center

All school and library applicants participating in the E-rate program must establish an account in the online E-rate Productivity Center (EPC), which is pronounced “EPiC” for short.  Schools and libraries are encouraged to accomplish this as soon as possible in order to start the E-rate process for the 2016–17 funding year and to benefit from the E-rate trainings scheduled for the Fall of 2015.
