BIIG 2.0 Grant Process

BIIG 2.0 Eligibility Factors

All public schools in California, including charter schools, were eligible to receive services under the BIIG 2.0 program. The eligibility criteria for interested sites was based on three separate categories.

Priority 1
Shall go to local educational agencies that are unable to administer computer-based assessments at the school site and will experience the greatest benefit in terms of the number of students able to be assessed at the school site as a result of the grant.

Priority 2
Shall go to the local educational agencies that have to shut down essential operations to administer computer-based assessments at the school site, including, but not limited to business services, email, and access to other critical online activities.

Priority 3
If funds remain after grants have been distributed to all identified school sites for priorities one and two, the K12HSN may provide grants to under-connected schools that do not have adequate broadband infrastructure to increase connectivity speeds in a cost effective manner

Eligible school sites from the first round of BIIG, for which no viable bids had been found, or for which no terrestrial solutions had been secured, were automatically grandfathered into the second round of Broadband Infrastructure Improvement Grants.

Application Process

The 2018-19 Broadband Infrastructure Improvement Grant (BIIG 2.0) application window opened on September 24, 2018, and closed on October 26, 2018. 

All public schools, school districts, county offices of education and charter schools interested in applying for the Broadband Infrastructure Improvement Grant (BIIG 2.0) are required to:

  1. Submit an online grant application in SurveyMonkey by October 12, 2018. The application asks participants to provide key pieces of information, including their current external connection speed, school site enrollment and CAASPP testing experience.
     
  2. Email Letter of Agency (LOA) by October 26, 2018. Download LOA 
     
  3. Participate in USAC’s E-rate Productivity Center (EPC, pronounced “EPiC”) portal. In order to participate in the BIIG Consortium, LEAs must have an active account in EPC. This is a new web portal that USAC launched for Funding Year 2016. All forms, documents and E-Rate applications must now be filed through EPC.
